SEPTA is Canadian?

So I get onto the Route 15 trolley last night and I thought I crossed the border into Canada.  Look at them very closely:

It's absurd that these advertisements were on a Philadelphia trolley.  One might think they were in Toronto, Ontario, Canada seeing signs for job help, tourism, and a credit card offer.  How did this happen?  Who is responsible for ordering them?  Who is responsible for placing them in the buses?  At least two people have these answers because it takes a team of people to fail like this.
